To start a gang turf war in San Andreas, CJ needs to go to a rival gang area and stir up trouble (shooting at other gangs, etc.), once the turf war is initiated and the area on the map is flashing red, the rival gang members will try to shoot CJ. He has to eliminate all the rival gang members marked on the map before he wins that area and it turns green for Grove Street. He will have to defend that territory from time to time, as he will be warned by the area flashing red again and an icon marking the area appears on the map.
