If a person started their puberty related growth spurt at 21, it would represent significantly delayed puberty. On the other hand, it is not THAT strange to continue to grow a little bit after you have passed through puberty. A significant fraction of individuals will continue to grow a little bit for several years after they have apparently finished puberty, but seldom past age 25 unless they have an abnormal condition. As an example, a guy might grow as much as 1 or 2 inches from age 18 to age 25. Most guys won't, but a few will. This is even less common for girls, who normally finish puberty earlier.
We grow until we are 21 years old, but it can stop earlier then that, but some people stop growing a lot earlier but that's probably not your case. Sometimes we stop growing after two years after you get your period.
