If a person started their puberty related growth spurt at 21, it would represent significantly delayed puberty. On the other hand, it is not THAT strange to continue to grow a little bit after you have passed through puberty. A significant fraction of individuals will continue to grow a little bit for several years after they have apparently finished puberty, but seldom past age 25 unless they have an abnormal condition. As an example, a guy might grow as much as 1 or 2 inches from age 18 to age 25. Most guys won't, but a few will. This is even less common for girls, who normally finish puberty earlier.
