Verify that the paint dosent rub off on your hand when you wipe your hand across it. If it does, then your paint is "chalking". If you have already powerwashed and it is still coming off as a powder, then re power wash it. Next step is to scrape any loose material. Then prime any bare spots with exterior primer. Then, caulk any gaps, or seams. Depending on if you spray the house, or brush and roll it...you need to protect surfaces not to be painted. Spraying requires more areas to use plastic to protect the surfaces such as landscaping, windows, etc. Then paint all of the siding color, then the trim color.
