Yes, you can, and you should. It is dangerous and unhealthy for a captive turtle to go into hibernation.
What you need to do is put/hang a UV heat lamp over the tank. The heat lamp simulates the summer sun, so the turtle goes through the winter without hibernating. This is definitely the safest course of action.
You can buy heat lamps at most pet stores, including Petco. You can even buy a timer for the lamp, so you don't have to be home to turn it on every morning and off every night.

When your red eared slider hisses at you, it is basically the same as when a cat hisses. They either want you to stop handling them, go away, or get out of their face. My larger and grumpier red eared slider hisses all the time, so don't take it personally if they hiss at you and think they hate you. They've just had enough. But I laugh at mine, since all you have to do sometimes is walk by him and hear a soft "ssssssss!!!" :)
I have two red-eared sliders, and a yellow-bellied slider. I feed them once a day, everyday. I feed them all at the same time--in the morning. It is usually between 6-7am during the school year, or 9-12am over summer break. I use turtle food bought from Pet Smart. In it is mini sticks (scientist made stuff,) mini shrimp, and baby krill. My turtles eat a lot for their size(1inch in diameter)--about 15-20 pieces.

you cant force a turtle/tortiose out of his shell. its his own personal choice. however, you can attempt to lure him out with the promise of a good habitate and suitable food
Bats will usually sense when it is time for them to stop hibernating, and they will most likely go back to sleep.
Give them extras space and you can put small hiding place for the small turtle
