I don't think I would use oat bran cereal in place of oat bran flour. While oat bran cereal will have a high content of oat bran or even oat bran flour, the two are not interchangeable and won't give you the same results.

No , you can't make them without flour .

Whoever answered "no, you can't make them without flour" is so wrong! Zen Bakery has proved it. I don't know if you've heard of them. They're popular here in So Cal. They make bran muffins using zero flour, only bran, fruit, water, some baking soda...and they're the moistest bran muffins you've ever tasted for being so low in fat. The problem is, they're quite expensive (5-6$ for a pack of 4). I've had no luck in finding a copycat recipe...there are many other frustrated fans like me who want to re-create the same muffin at home & swear they succeeded, but imo they have failed because their copycat recipe almost always involves flour, where the original Zen Bakery recipe uses none. turbinado crystals) Place in oven for 15-20 minutes. Remove from oven and cool.

Regular bran muffins cannot be made without flour, although there are specialized recipes for non-gluten bran muffins made with some sort of substitute for wheat four.
