Typically no. The course must be the equivalent of which a 100 and 300 are not. That being said, some colleges and universities will honor a department chairpersons recommendation on course substitutions if the individual feels it is appropriate. In some cases, the department chair will waive a requirement in place of another because the student had the same course but at a different level.
