Yes, it can. White Night Dragon can only negate Spells or Traps that target it. For one, Solemn Judgment does not 'target' anything, and for two, WND's negation effect is only active while it is face-up on the field after being successfully summoned. Solemn Judgment is preventing its summon.

So that means if you have 3 Blue-Eyes White Dragon in any combination of hand or field, as well as a fusion card like Polymerization, then you can fusion summon the BEUD. Fusion monsters may have special summon text is their summoning method is different from above, like the Gladiator Beast fusions or Elemental HERO Neos fusions that do not use Polymerization.

No. It states on the card itself "Flute of Summoning Dragon" that the Dragons must be from your hand, which because Stardust Dragon is a Syncro monster that resides in your Extra/Fusion Deck... It can't be Special Summoned anyway except the way it specifies on "Stardust Dragon". Though perhaps they will make a card in the future that breaks this rule, but currently there is not.
