I've just contacted the London office for Singapore Airlines as I am flying to Bali with them in May 2012.
For an economy passenger the baggage allowance is 20kg. If your luggage and board bags' combined weight is under 20kg then you dont have to pay any extra. Doesnt matter the size of the board and you dont have to pre book, just turn up at the check in desk on the day of travel.
If the weight exceeds 20kg then they will charge you $50USD per kg which works out about £32-33 per kg. They will allow the first 15 kg excess to be charged as if it were only 6kg, i.e. you pay for the first 6 kg and then anything over this up to 15kg is free, once you go over 15kg then you start getting charged at the $50/kg rate again.
