If a mouse has not been handled and socialized from birth, it will have a much more difficult time learning to be tame and to trust people. Some mice may never really be tame. But there are some basic taming techniques that will work in most cases, and at least improve the mouse's tameness a little bit.
Mice are pretty panicky and difficult to tame. Unfortunately, if the mouse is still biting then you haven't handled it enough or properly. Let it get used to you before handling it.
