Of course not. Pokemon SoulSilver is still in the 4th generation. Ya can't trade between generations. EXAMPLE: I can't trade a Pidgey onto Pokemon Sapphire if i have a different generation game. Here, maybe this will help. 1st generation=Pokemon Blue,Green,Red,Yellow. 2nd generation=Pokemon Gold,Silver.3rd generation=Pokemon Sapphire,Ruby,Emerald.4th generation=Diamond,Pearl,Platinum,HeartGold,SoulSilver. 5th generation=new games, Pokemon Black&White. If you have a game in the same generation zone, then you can trade any Pokemon you like. Hope i helped! ;)
That trade is not possible. Soulsilver cannot recognize Pokemon from newer versions.
no you can trade soulsilver pokemon to black
The only way to get a gligar in pokemon soulsilver is to trade with pokemon heartgold.
no you can't but you can migrate in into diamond and then trade it.
You'll need to trade for it from Pokemon HeartGold. It is not avilable in the wild in Pokemon SoulSilver.

No, you can't trade a Pokemon from SoulSilver to Black. However, you can transfer Pokemon. This basically means you transfer a Pokemon from SoulSilver to Black but nothing gets transfered to SoulSilver.
