It's not really a trade, it's more of a transfer. First you need to have the National Dex. You get the National Dex by seeing all of the Pokemon in the Sinnoh Dex, you can do this by batttling all of the trainers in the game. You can also see a picture of Manaphy in the Pokemon Mansion near Hearthome City, this will add it to your Sinnoh Dex so that it'll count as being seen.
In order to use Pal Park,
You have to put the Game Pak inside the slot under the DS. You can get Pokemon from your game's Pokemon Fire Red, Leaf Green, Ruby, Sapphire and Emerald Versions but the catch is you have to get Surf and return back to Sandgem Town and go to Route 119 and Surf down there and then head east and then when you encounter an island to the north, go up and land on the island, then go into the building and talk to the guy behind the counter.
Please remember however that Pokemon in the GBA games that know HM moves and have mail attached to them cannot be sent over to the DS Pal Park. Also you can only transfer or migrate 6 Pokemon per day per game pak save file - no more, no less. Also keep in mind that once they've been sent into the DS game, they cannot go back to the GBA game at all.
First, you need to beat the elite four, complete the pokedex and have a gameboy advance game inside.
Second, close the game and open it again. there, you will see the option: migrate from ( whatever game is inside for example: ruby, Sapphire, emerald, leafgreen and firered)
Third, go to Pal Park and go inside. talk to the guy by the counter and he will let you behind the counter to catch the Pokemon you migrated.
This place is all about score, so the higher the Pokemon's level, the higher your score will be.

No, because Pokemon Platinum is a lower generation than black, this means that moves and Pokemon in Black aren't available in Platinum since it is generation 4, and Black and White + Black 2 and White 2 are generation 5.
This is also why you can't directaly transfer Pokemon from Leaf Green, Fire Red, Ruby, Sapphire, Emerald etc to Black and White because of the generation gap. Instead, you need to migrate to Diamond, Pearl, Platinum, Soul Silver or Heart Gold before transferring to Black and White.

It is possible you are trying to trade Pokemon from the hoenn region (ruby, sapphire, emerald) onto firered/ leafgreen. This is not possible until have done a certain thing. The other possibility is that you need at least 2 Pokemon to trade.

Your Pokemon cannot follow you around in Pokemon Platinum. It is only available in Pokemon HeartGold and SoulSilver.
