It really depends on the individual horse. For an ideal driving horse he is best to have a mellow and relaxed attitude, one that won't spook easily. Many times cutting horses tend to have a slight 'edge'. They need the extra energy and ambition to chase cows. If your cutting horse runs a little hot, he may not be ideal for driving.
Absolutely! A 9 year old horse is in its prime. Just take it step by step and introduce driving first, then line driving, then gradually get the horse used to backing up to a cart several times before pulling, etc. If any doubt about the process to train for pulling a cart - hire an experienced trainer!!

Horses can learn this very easy, if you train every day for 15 minutes the horse will learn in less than a week. My barrel horse started running the pattern in a year and my cousins horse in two years. It really depends on the horse and how willing it is to do what you want. Barrel training isn't the easiest and it takes alot to get the horse to where you want it to be. But like I said it really depends on the horse.
Iowa has no wild mustangs. If someone there has adopted a BLM mustang they recieve title to the horse (own it) after a year from the date of the adoption and after passing a check by a BLM person. At that point the horse belongs to that person and they can do with it the same as any other horse owner....sell it, trade it, breed it (unless a gelding of course), train it, ride or drive it. You may not, under Federal law, sell a BLM branded mustang unless you have passed that year of adoptive ownership and inspection of the horse and have clear title to it.
If they're inexperienced i would say no. if a horse is trained wrong when its young the damage could be hard to undo or permanent.

Depends on the horse. Some horses catch on fast, some don't. Since this horse is older, he'll probably have a good idea about what you're asking him to do. It also depends on his experience. Is the horse completely green/doesn't know a thing? Or is it a horse that knows a little bit?
