Can you train a horse to use a bitless bridle when they originaly trained to use a bit?

You can, but it will take a lot of retraining for the horse to learn the pressure cues given by the bitless bridle and many horses have trouble collecting and extending without the aid of a bit.

So, I advise getting a bitless bridle and training him instead of going up a bigger, stronger (and therefore more painful) bit.

You'll need a helper for this portion of the training. Eventually the horse will accept the pressure and you will have a horse trained to the bridle.

By walking horse I assume you mean the Tennessee Walking horse. I find that my TWH (and many other horses of other breeds) prefer bitless bridles, but bosals aren't good for walking horses because of their head action. The bottom tends to come up and hit them when they move their head, or so I've heard. I ride in a halter, and you can also get the Bitless Bridle. But other than the bosal, Walking horses will go in anything. If I have to have a bit I prefer a snaffle because it's so gentle, and the horses seem to like it better too.

I prefer different types of Bitless Bridles, depends on who you ask for the answer you get. I don't believe there is any one "best" but try a few and which ever your horse finds most comfortable is the best.
