Yes, use the boat on the map by hitting the 'M' button. Lions Arch takes you to Prophecies and Keineng Center travels you to Factions. If you don't have this option, go to either Lion's Arch or Keineng Center to get the quest from someone to go to the other place. A message will appear with who has the quest and what not when you enter each of those towns.
