Scan your hand drawn picture with a scanner and save the file onto your computer. Open it up with an image-editing program like Photoshop and turn your original picture into Layer 1. Then, trace over your picture on Layer 2 with the tools in your program and viola!

Turn it on? There are, of course other ways to get the pictures from the camera to your system (assuming that your 'system' is a PC), and that is to take out the SD card (normally near the battery compartment, but it maybe somewhere else), and insert it into a PC card reader. If your PC doesn't have one of these, then you can pick them up relatively cheaply these days. Failing that, then do what you've already posted. Good luck!
Short answer: Yes, if you define "shutter" widely enough.Long answer: Rather than a physical shutter as one would have with a film camera, many digital cameras simply turn the sensor on and off as needed (called electronic shutter). This is usually used in point-and-shoot digital cameras. A digital SLR camera, on the other hand, will usually have a physical shutter which opens for the needed duration, just like a film camera. Some SLR cameras, like the Nikon D40 (and probably many others) use both a physical shutter and an electronic shutter; having the latter permits almost unlimited flash sync speed.
There are many photo websites that can turn your digital pictures into photo books. Some of these sites include Shutterfly, Snapfish, and My Picture Book.
It's all about the lighting. I find that my pictures best turn out when I take them outside, when it's sunny out. At night time, or inside, or anywhere dark, pictures won't turn out as good. You can put your picture onto your computer (if your camera is digital) and mess with the lighting on photoshop, but it doesn't always turn out still.
The main things I would recommending looking at before purchasing a digital camera would be, how clearly the pictures turn out (blurry pictures or clear pictures), how much data the camera can hold, and the design of the camera. I would also look to see how much the memory cards are for the cameras. Different types require different types of memory cards and could cost more.
