Yes and No. In the Campaign, you can easily turn off all Gore and Violence in the main menu. However, if you plan to play online there is no option to turn this off. The reason being is that there are several hundreds of thousands of people playing at one time. Some people want the Blood to come flying out and to be extremely gorey when they play, and some other people want to protect their children from seeing all of the "bad" stuff. There is no way to make everyone happy. So what IW, Treyarch, and Activision did was left the Gore on and basically said that if you don't want to see it, then don't play the Game.
