It could be the relay or the horns. It could also be the contact ring under the airbag. The horn relay is in the same fuse box as the horn fuse. Have someone depress horn inside car and feel for relay clicking. Unplug horn and use multimeter with horn depressed to check for power to horn.
well you can start by pulling the fuse out for the horn or in the front under the hood near the radiator u can unplug the conecter . Tried that, didn't disconnect the horn.
It is easier to just pull the fuse than to get to the horn itself. The fuse block is under the dash on the left side below the headlight switch. You have to lay down on the floor and look up to see it. The horn relay fuse is a 20 amp. I think it is the only 20 amp fuse in the block.

If your Geo is like mine (a 1997 Metro) there is no fuse for the horn. There is a relay located on the top of the fuse box, it is the second one back from the firewall. To locate it put your hand above the fuse box, push the horn button and you will hear and feel a clicking sound. If you hear and feel the click the relay needs to be replaced. They simply unplug like a fuse.
