Yes, you can plug an instrument in to your computer and record that. You can also import audio previously recorded and mix that. You won't be able to record your singing.

Depending on your remixing needs, you may need different kinds of programs. Personally, I use Acoustica Mixcraft and Audacity to do my mixing. Using Audacity, you can record Mixcraft's output and export it as an MP3 without buying a license.
Mixcraft has more editing capability, but does not have the ease of use or quality virtual instruments that Garageband does. In addition, Mixcraft is only for Windows, and Garageband is only for Mac.

You can load and install the software but the speech has no way of getting into the program without the microphone. There are wireless microphones if the cord makes it hard to use. Overall the microphone in one of the most important parts of this program. Speech recognition software only functions if you are speaking into your microphone. It has no other way to "hear" what you are saying, so you do need a microphone.
