What is a modulator along with a VCR?
Television signals are transmitted on a high frequency (or RF) carrier signal. The technique of adding the signal to the carrier signal is called modulation. This happens for all radio transmissions. A VCR that has a modulator allows the output signal to be turned into an RF signal. The signal is added to the RF signals that are fed into the VCR via the aerial feed. Although it is rarely needed today, older televisions often had no video or audio input so the VCR output could be sent to the television as RF to allow the tuner to capture and display the signal. Most VCR modulators have a control to adjust the carrier frequency to allow it to use a channel that is not use by other broadcast television signals. Modulators are used less often in recorders and players as virtually all televisions have at least one video input.
Can you record a cable program on your VCR if your cable is run to the TV without a cable box?
Yes, you can as long as you have the coax cable connected to the VCR first and then to your TV. Some TVs have RCA A/V outputs also and you can connect a VCR to them. Even better is to use the RCA A/V connections from the cable box to VCR, VCR to TV.

Not sure what your computer does or not but the VCR is the source signal: coax from VCR out ("to TV" or "RF out") plugs into TV ("in" or "RF input"). Once hooked up, tune the TV to ch 3. Then play a tape in VCR and you should be ok. If all ok then plug in an antenna into the "RF in" (antenna in) on the VCR. Tune into a local station, you should be able to catch local programing. With a VHS recorder hooked to the TV. If you are looking to just record off the TV then the best way is to attach either your antenna or your cable to the VCR in connectio and then the VCR out goes to your TV. If you are looking to attach a camera to your VCR and record, the video out of the camera goes to the videl line in on you VCR and the audio out from your camera goes to line audio in on your VCR. Your VCR will need to be on the LINE IN channel to see the output of the camera. You then push record on your VCR and shoot away.
