No. The voltage rating is the same, but the lower current rating on the 400ma power supply might cause the voltage to drop way below 12 volts, and on some devices a lower voltage than it is rated for will cause it damage.

∙ 10y agoNo, if the device requires 400 mA it would overload a 300 mA adaptor. But if you can measure the actual current needed by the device, the required current is sometimes overstated and it's possible that might only take 300 mA or less.
