BY "freon" do you mean R-12? If so then the answer is no. The system uses 134A refridgerant and does not need to be converted.

No, if you're referring to R-12 refrigerant by freon, GM would have switched to R-134a by 95, either way there should be a sticker under the hood explaining the refrigerant type and amount
try adding ( 1 ) can of 134A freon sounds like the system is low.

General Motors changed their passenger cars in 1992 or 1993 so you can be pretty sure that it is R134a. My 1995 CS uses R134a.
