if you don't have a range, you need to go buy one. it can be used - in fact it doesn't even need to work.
It just needs to be there.
We don't know exactly how the microwave knows theres a range there - but it won't work unless it senses one.
Perhaps it's the range sensor - located next to the lightbulb.
If you remove the range sensor - then you may in fact be able to use your microwave on your counter top.
There are many parts supply centers online that can sell you a countertop sensor that will override your range sensor.

Depending on model, they may vent from the bottom and since they do not have legs or the rubber feet that a counter top would have it may be a problem.. Feet are available and there may be a place to screw them on. If not, if screws just long enough to go through the foot and just into the bottom of the microwave cabinet, you probably wouldn't hit anything.

Over the range microwaves are specifically designed to withstand heat from the bottom. Depending on your configuration, you can also add a fan and additional layer of protection to the bottom of the microwave. One thing you wouldn't want to do is use a table-top one and rig it somehow to be over the oven.
