Yes, some salons can do a dreadlock "perm." It is very expensive and has to be redone every 3-4 months. Its not like real dreadlocks... the locks never tighten and mature.
thats not true they will mature, but the new growth and permed parts look very different. many end up cutting off the permed parts.
i have never seen 1 dread perm that wasn't regretted after.
it is the absolute last way i'd ever recomend you try to dread.

Boys can take out their dreads, if the situation requires them to. They can be taken away by shaving or if they are temporary, they can be undone.

Yes you can use vaseline on dreads. I would not recommend starting dreads off with vaseline, but if you want to use it to grease your scalp I will use just a little. If you use too much grease like vaseline, depending on the length and thickness of your dreads, when it's time for a shampoo you will have to use steaming hot water or as hot as you can stand it with shampoo to remove all the grease. If you are starting dreads off I recommend using beeswax, or beeswax gel,or find a brand that you are comfortable with.

If you use it right after your perm, then yes.

Most people usually wait 2-3 weeks but if you think your hair could handle it wait 2 days and use a kids perm.
