Yes. Any kind of sounds can be added to Powerpoint. There are some built-in ones. You can also add your own. So if you had a CD with music on it, that could be added in. If you recorded yourself singing, that could be added in. It can be done through Insert.

They are for completely different purposes. Publisher is a desktop publish package for producing documents such as newsletters. Powerpoint is a presentations package, for producing slide shows.

They would have much more use for Word than they would for Powerpoint, but they could use Powerpoint for some things.

Yes, you can use files saved on Microsoft PowerPoint 2003 in Microsoft PowerPoint 2007 (but not the other way around).
You can use the "Share Screen" feature and run the PowerPoint on your computer. Alternatively, you can send the PowerPoint as a file through skype for each user to use.
