Receiving the diploma in hand is one thing. The real question is whether your transcript indicates that you have indeed graduated. If the transcript indicates you have, but you have not received the diploma in hand at this time, it would be fine to use the title of doctor. If there is not evidence on the transcript at this time then you will have to wait to use the title.

UC Boulder is a very highly ranked school. Not only do you need a diploma, but you need a pretty impressive looking high school transcript.
I'm not sure what this means. A "diploma mill" is what you use instead of going to college, if you want to have a degree and don't care whether it's legitimate or not. I don't think there are diploma mills at the high school level.

It depends on how you are defining diploma. The diploma (paper) does indicate you have successfully completed a specific degree. Thus, is that way it is a validation. However, for jobs (in many cases, not all), you need to submit the official transcript which is a detailed record of your academic work.
