I'm not sure what this means. A "diploma mill" is what you use instead of going to college, if you want to have a degree and don't care whether it's legitimate or not. I don't think there are diploma mills at the high school level.

Anyone can attend college as long as they have a high school diploma or a GED. That is the only requirement to attend college. Some colleges have entrance exams and some do not. It really depends on which college you attend; universities or community colleges.

If you live in the US, you can attend a high school completion program at your local community college. Contact a counselor at the local community college and ask what you need to do to get your high school diploma.
You can still go to college if you get your GED or diploma. At a minimum, most colleges require a GED or diploma to attend. Many require SAT or ACT scores.
