Yes. As owner of the 1st generation, I have never came across an app that doesn't work on 1st generation iPod Touches. All apps downloaded from the App Store should work on the 1st generation as long as you have the correct iPhone OS.
However some features within the apps may not work such as microphone input or bluetooth connectivity. This requires a 2nd or 3rd generation iPod Touch.
Any generation of the iPod touch can upgrade to the latest firmware (the first generation iPod touch cannot be upgraded to the latest firmware, but it can be upgraded to 3.0 which does support apps) The first generation that supported apps without an upgrade was the second generation.

The first generation iPod Touch did not have the iPhone apps or the App Store. An update was available on iTunes for the software which originally cost $20 to add the apps to the original iPod Touch. That updates probably now free, try updating your software with iTunes.
It depends on what kind of ipod it is. If it's an ipod touch then just put your i pod into the computer and press sync. Ipod touches are the only ones that can have apps.
