To be honest with you, I never had Tekken on PSP (I don't even have a PSP!) but you probably can't play with Azazel on a PSP if you can't on any other consoles. I wish that someone had made something like an extra round to play with characters like that.
E.G.: In Scenario Campagain (Tekken 6) On the stage with Anna, you can use Nancy. She is a Boss from an extra round in Arcade Mode (Offline Mode) and I must say that killing all the enemies in Tekken 6 with her looks cool.

Azazel is the only character you can't play as. I've beaten the game and gotten all of the achievements and there is no way to unlock him. You can however still unlock devil jin like in tekken 5 and he kicks more butt.
