If you are sure that your central heating runs off oil then yes this is not a problem.
The mains water was off at my house 2 days ago and we could still heat the house with oil. The hot water was not fantastic but it was enough. Also with the weather make sure the water is off and not frozen.....burst pipes are not are nit fun to deal with

Not a good idea. Many of those stoves with a water heating coil on the back rely on constant supply of water to prevent overheating the water piping. Without that, you could warp or damage the water coil.

If a wire broke in a electric circuit , then if you're not going to turn off the circuit you would get electrecuted. Without knowing what you are trying to do, advice is tricky, but it seems that you have not switched the mains off. In the UK it would be illegal, but there is a slim chance that the cold tap is not connected to the rising main, in which case, that explains the flow, and the tank must be drained
Why does a house get cold in winter if the boiler goes off?
In the winter people used to heat their houses with fires.
