Yes but if you need the same CD for both games, you can't play two at a time.
Eg. If you have late night and seasons, you will use seasons CD because it's newer than late night.
The Sims 3 Late Night works with any kind of Windows, just as long as you already have The Sims 3 downloaded and working on it. Note: The Sims 3 starts up with the last game downloaded. Example: for me I downloaded in this order: The Sims 3, The Sims 3 Ambitions, than The Sims 3 Late Night. And now, all I have to do is put in my Late Night disk, and poof! Up pops The Sims 3!

This is more of an opinion that a fact. If your sim is more of a party animal, a flirt, or anything OTHER than a family person, Late Night is for you. Otherwise, if you focus mostly on a family life, Generations is the one to get. Hope this helps! :)
IF you mean that side stuff will be in English than yes. For instance: if you read the newspaper and it tells you the hotspot of the night in English. If you mean the sims will talk English than no. Sims speak Simlish and that's all they ever will speak. Hope this helps XD.
If by expansion pack you mean world adventures, ambitions, high end loft, Late night or Fast lane than yes.
You can't really 'control' more than 8 sims at once but you could maybe take your household to a community lot where there will be more sims that you can interact with; or throw a party and invite over sims that you want in your movie.

the sims one is outdated, the sims 2 or 3 has much better graphics and more options and a lot more fun than the sims 1.
Those games are very different, but personally I'd say Pokémon Black. I love pokémon games, and I think most people would prefer Pokémon Black rather than The Sims. But, of course, it's hard to say what you prefer.
