You can, if you do not want them to look like suede shoes, and never want to get the paint off. When I was in high school, I painted my suede saddle shoes orange to wear to Basketball games , because our school colors were orange and black. I got a lot of favorable comment from my friends and the shoes lasted until my feet outgrew them.

To remove watermarks from suede shoes, take a brush and lightly wet the entire outside of the shoe. Use a sponge to soak up the excess water until the shoe is evenly wet without water stains. Tear a brown bag into strips, ball up and place inside the shoes to soak up any water inside and help the shoes keep their shape. Avoid using newspaper. It may leak ink into the shoes, causing another stain. Allow to air dry, brush with a suede brush to restore the grain of the suede.
