yes, with additional circuitry. an opamp wired as a differentiator followed by an opamp wired as a comparator can provide short timing periods. an opamp wired as an integrator followed by an opamp wired as a comparator, plus some other circuits left as an exercise to the reader can provide long timing periods.

A capacitor and a resistor can control a timing circuit. Multiplying the capacitance (Farads) by the resistance (Ohms) gives a quantity called the Time Constant in seconds.

So a 1 uF capacitor and a 1k resistor create a time constant of 1E-6 x 1E3 which is 1 millisecond.

A common use of a timing circuit is a monostable multivibrator, which produces a pulse with a well defined length. The length of the pulse depends on the time-constant and the voltages used in the circuit.
