No, if you own the retail/cartridge copy of a game, its data (excluding any generated "extra data", such as StreetPass) will be stored to that cartridge, and any console it is played on will have access to the save data that is currently available. I don't believe it's possible to transfer/copy data from one cartridge to another without problems.
User data, like save game data, is stored on the cartridge itself. So if you played up to the Second Gym on Pokemon White, then that's exactly the same point the game would continue from, if you put it in another DS. Likewise, if you put a new copy of Pokemon White in the first DS, you'd be starting a new game.
