Yes, you can. But, as what is happening to me, the computer is not recognizing the exterior headset. It is just showing the default computer mic and speakers. I am on Windows 7. I assume this is because the headset is not usb. Also, I found that the mic doesn't pick up words with "s" that well.
You can buy a 2.5 MM Female to 3.5 MM Male adapter for the microphone output as well as a standard RCA R/W to 3.5 MM adapter for the audio output. Doing so will convert your headset into a PC headset.

No, the XLC does not have the additional cables for it to work on the PC. I think that's probably one of the reasons the headset is cheaper than the likes of the X11 or X12 (they both work on PC). To be honest, you could probably find some sort of adaptor or splitter to make it work on your PC.

if you mean have it setup on both systems at the same time i believe it is plausible the mic input quite obvious to setup however, the audio is a bit more tricky than that. you would need some sort of audio Y splitter 2 male ends and 1 female end to plug in to the pc and the xbox360 turtle beach audio output ... I myself have been searching for such splitter for the exact same reason but cannot find any that are the right length if your pc is litteraly like an inch away from your xbox 360 than the setup is easy
