You may use uncleaned tap water for a beta but it is not the best choice. Some betas will live in uncleaned tap water, some will die. The best choice would be to get a water conditioner to use in the water such as aqua-safe. It is very important to read the directions on such conditioners.
It is best to use city water as well water could be dirty. Well water does have natural minerals though and I believe city water is recycled and has certain chemicals in it.(please do tell me if I am wrong though.)anyway I believe well water is better but you should have it tested (certain underground water has worse poisons)

I use the $0.99 gallon of distilled water from the grocery store. One of my two male betas just passed today; he lived just shy of three years, and I've had my second for about six months and he's doing just fine. The water works for us :)
