depending on the surface finish of the primer. Noirmally its matt in its appearance and will take a water based gloss. However, a primer should have an undercoat applied first unless its a primer/undercoat.

yes, as a painter of over 6 years i can tell you i have and have been told by many painters more experienced than myself. basically, anything can be painted over pretty much any primer. the problem comes when you try to paint water based or latex paints over oil finish paints. that is to say, if you have say, trim, that has been painted previously with oil, you will need to re-prime that with either latex or oil primer.

Most oil-based paints can be topcoated with either an oil or alkyd paint or latex or acrylic paint. Beauti-Tone Paint has an odorless oil primer that can be topcoated with any paint. it dries fast and can also block all common household stains in one coat with no bleed-thru.

Yes. Just as you can paint water based paint over oil-based primer, the opposite is true. Many people confuse the primer rules with the paint rules. Primer has more adhesion compounds than paint so you can ignore the oil-water debate. Just don't use latex paint over oil paint. You can however, use oil paint over water-based paint.

A Bit More Information

It will depend on the age and gloss factor of the oil based paint.

-If the oil based paint is less than a year old and/or high or semi-gloss you will need to use either sandpaper or a chemical de-glosser to prepare the surface.

- If the oil based paint is old or low gloss, you should have no difficulties.

In both cases, prepare the surface: repair all cracks, holes and deep scratches.

In the case of walls, remove all electrical switch plates and mask (use a good quality painter tape) anything that can not be removed, including trim if you are not painting it.

In the case where you are only painting trim it may be advisable to mask the walls next to the trim.

Use a good quality water based primer and follow the manufacturers' recommendation for application and top coating.

Yes. Actually, oil based primer is the best sealer and latex paint the best all-around finish. They are compatible. Not so with using latex paint over oil based paints.
