No. Big Ben isn't open to the public.
Although it is not open to tourists, if you are registered on the voting list in your home town you can speak with your MP if you would like to visit the Clock Tower, the home of Big Ben. They can arrange a visit up the tower for you. It will not cost anything to go in, and there's no lift to the works platform so you will need to be fit to climb the many steps . Groups are limited to 16 persons and nobody under the age of 11 can go inside. School trips are possible but must be booked several months in advance. Tours are 3 times daily Monday to Friday except Bank Holidays.
