Yes & no. How long ago the surgery was is irrelevant - what you need to focus on is your body & whether or not the scar is COMPLETELY healed. You want the skin to heal first. Do not put makeup over or around the scar if it is not healed, puffy, sore, etc.
If you have stitches, you should wait two or three days after they're removed. You do not want to wear makeup over an unhealed scar because you want to prevent any makeup from getting into stitch depressions, causing self-tattooing.

Yes- the "z" incision helps make minimal scarring on your flesh.
If the scar is there from an accident or a simple surgery then you should have no issue getting in. If the scar is there from a surgery that can disqualify you or a condition that required surgery you will need to contact your local recruiter.
In some cases, additional surgery may be advisable to remove scar tissue and restore appearance.
Keloid
a group of procedures that are done to partially remove scar tissue following surgery or injury, or to make the scar(s) less noticeable.
It depends on what you need the surgery for. There is such a thing as keyhole surgery. This is where surgeons make an incision small enough for a tiny camera and relevant operating instruments to enter the body. The scar is normally too small to notice. However some types of surgery will require a larger incision. Have a talk with your doctor about the options.
