I disagree. So long as you are not wearing shorts, and your socks/sandals and trousers (pants in the USA) all match and don't clash, there is nothing wrong with socks and sandals.

Irony in fashion is bit of an abused world sometimes, but this time it is appropriate, go for it! you just have to avoid thick socks, white socks and chunky sandals, especially a boy have to wear a dainty kind of sandal and by all means avoid flip flops!!
I as a little boy worn socks and sandals so it is a bit of a revival, the irony lies in wearing a risky outfit with good taste, and you need to take your fashion not too seriously. So remember, black thin ankle socks and dark shades of fancier colors all go with beige or brown sandals, it expresses a particular taste a creativity.
To me you pull it off better with short, by showing your legs.
