A stinger is linemen terminology. Do you mean transformer instead of ballast. Please be more explicit as to what you are doing.

First you need to determine if it's the ballast that's bad or the emergency ballast. The emergency ballast can go bad and cause the bulbs not to work or not all of them to work depending on the lights wiring setup. Push the test button on the emergency ballast which should have a red glowing indicator light. If all the lights illuminate slightly, change the emergency ballast. It's best to buy the exact ballast for this repair. i.e. If it's a T8 3 lamp fixture. Buy a T8 3 lamp ballast not a 4. You can use a 4 in place of a 3 lamp, but the 3 lamp will be more user friendly. Easiest way is to note what wires go to what. Draw a diagram if you have to and just simply match them back up.

The original concept of the neutral (going back to Edison and DC power) was cutting the power in half (not really accurate but one way to look at it). Think about two 110v batteries in series the neutral would come off the connection between the two batteries. so current flow would go from +110 to -110 (first battery) to +110 to -110 (second battery) resulting in 220 output. The connection between the batteries (the neutral) is +110 / -110 resulting in 0. If you want a 110 current instead of using the full flow you could instead use only 'one side' and the neutral and get the 110. When we made the move from DC to AC the basics of this format was kept. So for 110v you need hot and neutral (and a ground) for 220v you need two hots (no neutral) and a ground.HUGE CATCH - WARNING - WARNING!!!Just because you think your equipment is 220v doesn't mean everything it does it does requires 220v for example: some equipment uses 220v for the motor and 110v for the rest of its electrical needs (Dryers are a typical example). Is the 220V plug 220V only or 110/220V? (The former will have 3 prongs and the former will have 4) If your case is the latter just use the ground, neutral, and one of the hots. This will give you 120V single phase. If the case is the former you can't get 110V off that plug.

If you're just trying to plug the heater into an outlet and get it to work, you've got a problem in that you can't pull 220v out of a 110v outlet no matter how hard you try. Sorry.

No. Just make sure that the ballast you use is rated for at least as many watts as the lighting you plan to operate with it.

No the stinger is not left in the skin from Wasps or Hornets. They just sting you and pull it out. Only Honey Bees leave a stinger in you. My family are beekeepers so I have been stung by many bees but since honey bees die when they loose their stinger they don't sting unless they feel threatened.
