Yes a 19 year old can adopt. Once you reach 18 you are considered a legal adult.
No, legally a sibling cannot adopt another sibling unless there are specific circumstances or legal arrangements in place. In general, adoption is a legal process that involves the transfer of parental rights from one individual or couple to another individual or couple who are not biologically related.

If shes 19 shes considered an adult and she has her own custody. If she has special needs of some sort then you might want to contact the department of children and families.
YES BUT NOT BY A 19 YEAR OLD YES BUT NOT BY A 19 YEAR OLD
The 19 year old might get pregnant... What are you asking? The 19 year old might get pregnant... What are you asking?
No, not unless they were related in some way and the minors parents were dead. I have known of cases where older brothers/sisters have adopted younger children in the family when the parents died, but an unrelated 19 year old would have a hard time. They have to be able to show the ability to support the minor and reasons why they should adopt the 16 year old. A judge would decide and take the advice of the Department of Social Services for the state where they reside. A home study would be done and interviews to be sure the minor is not placed in a abusive situation.
