Maybe if you left it in there for a loooog period of time. I have left my cell phone charging (palm pre plus) in my car, with the engine off, for 4 hours and the car started fine.

Assuming my two phones are representative, they would use 12 watts or less per day, or about 4kWh per year if left plugged in without the phone.
