Since you asked this question in 'underage relationships' I assume you're a minor and your parents got a restraining order against this guy (I'm just assuming he is the older party). If that's the case and you live in the US, no, you can't marry him. To have any contact with him at all would be a violation of a court order (for which he'll go to jail).

Bullying is legally considered a form of harassment. The thing about restraining orders (at least where I live,) is that you must press charges for harassment first, and then once you have pressed charges for harassment you may file for a restraining order. I don't know where you are from, and I'm not a lawyer so I'm not 100% sure about the laws on this, but I have been told that is how it works in my state. In short- yes, you can get a restraining order against someone who is bullying you, as long as you can prove that they have continued to bully/harass you even after you have asked/told them to stop.

Depending on the state and country you live in, the laws vary. However, a restraining order CAN be lifted by the person who asked the judge to issue it by scheduling a hearing with the court, and explaining why the order of protection should be lifted. This is a general answer, but there are a lot of various situations such as when they are children involved that make the entire legal situation murkier. There are great attorneys who do wonderful "PRO BONO" (free) work for Domestic Violence organizations, I suggest you hook up with one of them before you remove any order of protection.
