On any water heater, the shut off is on the incoming cold pipe.
If you have hot water heat or steam heat, it will still work. Gas or electric heat has nothing to do with the water system.

No heat is not gas. heat is an expresion of energy.
Blowers should continue running for a brief period after gas is shut off to extract residual heat remaining in hot plenum from burn process. It increases the efficiency for a given amount of fuel use. The heat remaining in the plenum will go someplace. Better to blow it into your living environment that to waste it as exhaust.
