Yes, he can do that. A joint account is equally held/owned by both parties involved in the bank account. So each party can individually initiate banking transactions that can be done by any other customer who holds a single operating account. So in this case, either you or your husband can do this change of address thing without each other's knowledge or signature.

Can you apply for credit in your husband name?

No, you cannot apply for a credit card in your husband's name without his signature and consent.

Can your husband use your credit card?

Not unless he is on the account and it is part of the agreement with the bank, and even in that case, the bank would issue an additional card for him and any other authorized users. Per credit card company rules, the person who signed the back of the card is the only person allowed to use it, and if the signature on the back of the card doesn't match the signature on the charge draft, then an ID check is triggered and the retailer has to verify that the person presenting the card is the person named on the card. It has to be that person, not their husband/wife/etc. If the husband/wife is an authorized user on the wife/husband's account, the credit card issuer would issue an additional card for that authorized user.

If you have a joint checking account with your husband can he close it or remove your name without your signature?

He cannot remove your name from the account. However, he can close the account and then open a new account with the money. Just remember this can work both ways. With a joint account either person can go in and close the account out and then take the money and open themselves a new account. Most of the time it depends on who makes it to the bank first to close out the account.
