If you have to ask, then no. GTA4 has very high system requirements and will generally only run a system built for gaming.
Nvidia Geforce only represents that it is a graphics card made by Nvidia intended for non-workstation use. It should be followed by the actual product name such as 8600GTS, 9800GT, or GTX285.
Unless you did purchase this card on your own and install it (in which case I'd assume you'd know the model) or bought a gaming computer costing over $1,500 then I doubt you will be able to play it

if you mean multiplayer, first you need to pass the second mission to get your new cell phone next just press up twice and chose multiplayer then just chose your multiplayer type and then start! =)
Yes, it does eventually - although there are no safehouse garages in GTA IV, only parking spaces. You may notice that if you save a vehicle in your parking space that is very damaged, it doesn't always look repaired when you come out of the safehouse straight after saving. But it will be.
GTA San Andreas with no problems,but for GTA IV you might want to lower the quality to run it without lags
