Absolutely! A restraining order only requires that the person stay a certain distance away. If the person moves into your neighborhood they still have to do everything in their power, within reason to stay at least the required distance away from you.
I'm not sure what the longest restraining order is, but I have a restraining order against my ex that is valid through the year 2099. It was issued in Orange County, CA to my ex after my earlier restraining order of 2004 thru 2007 expired. Can anyone beat that? Oh, and I got this on my own...my attorney was successful only at taking my money, not at protecting my rights or assets.

There is no single word to say stalker in French. If you want to say that a stalker has been pestering you, you have to make a full sentence, like 'je suis poursuivi / harcelé (or poursuivie / harcelée if you're a girl) par quelqu'un'. That's stalker in its criminal acception, though. If you just mean that you have unrequited attention from someone, you'd say "il / elle me colle".

Nope. If a judge ordered a restraining order, you must comply with its stipulations. There may be an appeals process, though. Check with your lawyer to find out if you can appeal the order.
It is possible to get forgiveness for stalking someone. I myself have been in such a situation and I've managed to forgive that person even though they have never asked for forgiveness, so if the stalker is very sorry and apologizes sincerely, then all can be forgiven.
Most restraining orders are set to automatically expire after a specific time period. (ex: 30 days, 90 days, one year, etc.) If you want the Court to terminate a restraining order BEFORE that specified date, you must Petition the Court that granted it for an Order to Terminate. The Clerk of whatever Court issued the Restraining Order can help you with the required paperwork if you don't have an attorney. Remember though, once a Court issues a Restraining Order, it is rather reluctant to terminate it before the date contained within the order. Courts don't like to waste judicial time with people changing their minds.
