Yes. If you are in the FMS offset refund tax program for any legal government debts it is possible for the FMS to get a part of or your entire refund amount.
Ahhhhh . . . you do not get a tax refund if you owe. You pay them.
You will have to pay a fine. And pay all the money back that you owe.
If you owe money to the IRS for prior years taxes, and you have a refund due to you on this year's taxes, the IRS will keep the refund and apply it towards the debt that you owe.
Yes, but they will first deduct any amount you owe from what your refund would be.
No not if you are in the FMS offset refund program and your expected refund amount is less than the amount that is owed to the IRS.

A tax refund or tax rebate is a refund on taxes. When your tax liability (the amount of tax you owe) is less than the amount of taxes paid or taken out of your paycheck, the IRS will give you a tax refund once your return is filed.
If you still owe that money, your refund will probably just get deducted off your taxes.Read more >> Options >>http://www.answers.com?initiator=FFANS

If by "they" you mean the government, then yes is the answer. Your refund will be held or taken from your account if you owe back taxes. Not only can your taxes be held, "they" can empty your account of any money you have earned if you owe the government money, and have not made any arrangements to pay. With few exceptions, such as a disability check, the governmentcan take your last dime if you are delinquent. Your rent, food, and other bills are not taken in to consideration. The only thing they cannot take is cash, because it is in your hands.

It depends on the courts. I had a friend who went through bankruptcy and was owed a refund from the IRS. The trustee for the bankruptcy ordered her to turn over the refund to the courts to be paid out to creditors. So it could happen, but they cannot actually intercept or offset your refund. They will just order you to pay it to the trustee.
