It depends where you live, other here in the UK its way too complicated to own a zebra with all the liscences you have to have. but in America i think you can keep them without much hassle. Zebras are not actually related to horses but they are similar, so yes basically they can be kept like horses but you would have to research well into them as they are a totally different animal species.
