Got to applications>accessories>terminal, then type sudo apt-get install vlc and push enter, enter your password at the prompt, then after it installs, got applications>sound & video>VLC

if your motherboard has a build in sound card (which is most these days) then no. If you are not getting any sound at all, then your sound device is likely configured wrong, you can access it through the control panel. If it is just DVD's that dont play sound then the problem is probably with windows media player. Try downloading VLC media player and play the DVD with that.
Yes VLC media player will play .m4v files.
